Who can help me with this part, partnr 34620PA000
Mine is Leaking, and sprays all of the engine bay

It's not really needed. Just remove it and plug the hole.

I had to jump in here so that someone didn't just plug the lines and lose their power steering, and quite possibly their ability to steer at all!

He probably meant plug the holes in the cooler part, but better safe than sorry.

Thanks for the information, I forgot to mention that the whole thing looks very corroded, and thus the exact location of the leak is not to find.

If this could be shorted, why did subaru make it that way in a very awkward?? place between radiators (cooling or heating the fluid?

It's a cooler for the power steering fluid. Unless you're taking the car to the track, you should be able to do without it just fine. The cooler barely does anything in the first place. It's just a couple feet of tube, it doesn't even have any fins.
