SEAT BELT Question

Howdy:

Did a Search on this problem but would like some clarification. Driver's side seat belt will only "open", i.e. slide back, with the key on or car running...has lost the ability to open with key off or out and door opened. This switch, from what I gather, is in the door lock area. Can someone tell me exactly how to access this area, where is it with the door panel off ? I took the panel off and pulling on the wire harness near the hinge area will get it to work but I lose it again with the door panel back on. Is there a connector near the door lock, posterior part of door? A connector elsewhere near the front. The stamped steel door panel doesn't seem to allow access internally at the front hinge area.
