If the lighter works, the visor lamps shouldn't be used as a diagnosis for this problem; they're unrelated this far down the line.

Does your rear wiper work? If not, I'd be with Nate on the time control unit. Believe it - your interior lights, rear defroster, and rear wiper are all tied into it.

Sorry, I didn't catch the part where he said the rear defroster wasn't working.I know the problem I had the rear wiper not working on intermediate was also an issue. Its looking more and more like timer issue.
