do I check the voltage for the Throttle Position Sensor

Use a voltmeter and,
with only the ignition on, (no radio, lights, fan, etc.) probe the middle wire, at the TPS, (the white wire) and, by loosening the two screws, adjust the read voltage (with the throttle closed) to 0.48.
