After many, many conversations with the WV DMV I was finally able to get a title in my name.
The previous owner,(not Kelli) signed the title as both the buyer AND the seller and then passed on to her final reward. So, finally I will be able to fix whatever is wrong, and bring another Pearlie back to life. PS. Pearlies are the best!
