Could a torque wrench reach the underdrive pulley without having to take out the fan or radiator?

You'll be pretty upset if you're trying to torque down/remove the pulley bolt, slip, and either break your hand on the fan assembly, or break the fan itself. Just unhook the electrical boot from both fans, and remove the 4 screws that hold the assembly. Lift out the fans. Done.

oh...ok i thought it would be a little more complicated then that. Are the screws easily accesable? I could only see 2 in the top, but it is pretty dark so i might be missing something.

That's all there is. Just the 2 bolts. When you put the fans back on make sure not to over tighten them or you will crack the plastic. A little more than finger tight should be fine.
The bottom of the fan is just a single peg in a support hole for each fan.
