First question. I wondering if it would harm anything to take off the ac belt cause its froze.
And number two. I was wondering if running a dual exhaust with an x pipe out the sides(side pipes on either side of the car) would sound good.

Nope, you can remove the AC belt with no problems. The exhaust question could be answered much more in depth if you open the search function and enter "custom exhaust".
