I don't know where you should look. If your speedo is working then it may be a simple as the vaccum hose form the intake manifold to the CruiseControlUnit is not attached or leaking. Other than that easy fix does the light come on for the Cruise Control when the button is pushed? If the light doesn't come on doe sthe button stay in?

Press the cruise control button on the dash. If it lights up, that part works, and that's good. If not, check fuses. If it lights up, go under the hood, and look towards the rear of the engine. There's a black cylinder type thing with vacuum hoses in each side, with the sides facing the side of the car. thats the cruise control actuator. Make sure the vacuum lines are connected properly, and that the other ends of them are connected. If that doesn't work, check out http://serial.cc/pdfs/CRUISE_CONTROL_SYSTEM.pdf for a detailed layout of the system, specs, and config. That should answer your questions if the other two suggestions don't' work.

Okay the button does not stay in. sorry about that.
I just went outside and pushed mine a few times.
There is clicking noise that comes from the center console area when it turns on and off.
This must be a relay clicking.
If you don't hear the relays in the console then something else is not working.

I do rememeber that sometimes the light didn't stay on and and I'd have to push the button a few times. Try a rapid fire sequence of pushes and see if it sticks.

If you do hear the relays try to hold the botton in and see if the cruise will work.

So you're saying the light goes off when you release the button? If so, try repeatedly to get it to stay on. For whatever reason, mine takes several attempts to engage when it goes unused for awhile, and I believe this isn't unusual.

Give me an hour and I'll go take a video of normal operation of what it's supposed to do on my next cigarette break.

When I bought my car the cruise button was funny. I pushed it 99 times and it still wouldn't work. That 100th push fixed it right up though.
