At the base of the wiper arms is a plastic cap. Pop it off and you will see a bolt. Remove that bolt and you'll be able to pull off the wiper arm and see a toothed gear. Check if the teeth are still there, as well as the teeth in the wiper arm. If they're not then that's your problem. If they are then there's something wrong with the wiper transmission, which is under the plastic piece at the base of the windshield.
