The absolute best way would be to cook the lights in an oven to soften the glue, then take the lenses off and gently blow the bits out, being careful not to touch/smudge the inside of the lense or the chrome bits, then re-heat it to soften the glue and stick it back together.

The easiest way is to remove all the bulbs from the light, hold it lense up, and shake it. Maybe put a vaccuum to the low beam hole to help the bits out.

And DON'T TOUCH the glass of a bulb going in, it's the oils from your skin that cause the glass to heat up in one spot, get very thermally stressed, and explode into tiny bits.
