Joe, was the transmission from a 2.5 (GT,or LSI), or was it from an"L"?
There are NO 2.5 "L"s in 1996 from the factory.
The 2.5 engine 4EAT had 4.44 gears, and the "L" had a 2.2 engine, and 4.11 (4EAT) gears.
With 4.44 gears, 3000 rpm on a car with stock tires, causes the car to travel 71.94 mph.
On the same stock car 4.11 gears and 3000 rpm causes the car to travel at 77.76 mph.
There is no more spedometer discrepancy with a 4.11, or a 4.44, than with the stock 3.545, as the speed sensor reads only the revolutions of the axle, as measures at the front differential.
