I honestly don't think most, if any, actually require the pintle caps to operate properly, but I may be wrong.
BUT if OT says that they serve a specific function, I would heed his word.
If you measure the hole where the lower O-Ring goes into, sealing it with the lower O-Ring, it is just that, a hole of a constant size.
If the fuel pressure (36.3 psi) pushes against the O-Ring and it has no pintle cap to keep it into place, then fuel can rush by flooding the engine.
