The entire pulley moves. Upon closer look the pulley is actually sliding along the bolt. The bolt is bottoming out and as a result cannot "dig" deeper into the mounting hole. The pulley came with a washer that mates to the back of the pulley. I am thinking that a thicker washer will solve the problem and eliminate that gap.
