Boots on struts

Are these supposed float freely, stay up on the strut shaft or stay all the way down on the strut shaft? If they are supposed to stay up or down, what holds them in place?

mine stay at the top of the strut. it latches onto a ring on the bottom of the bearing plate with teeth on it. you have to rotate it so it can slide over the teeth and then turn a little so it will hang. i don't know if my struts are original but i believe they are b/c i only have 78k on the clock

Ya' know, I've done 3 Koni conversions and replacements, and never been able to satisfactorily secure those boots. I was hoping to hear definitive answer, as all the ones I've done they basically self-adjusted position determined by bump-stop position on the strut shaft. 2 of the conversions included new top-mounts (oem), bump-stops and all rubber spring cushioning. I have the FSM's and nothing in the book resolves the issue. I'll admit to
