relay mod

I have read about the relay mod for stating probs. but is the relay under the dash or do i add it under the hood? can someone point me in the right or a good link for howto my car is doing the click click click start thing thanks

Under hood is a band-aid. Eric discovered the proper fix with the under-dash relay.
