I would guess, yes. But, they began doing that because too many people were driving the guard rail into the fronts of their cars and pushing the motors back into their laps. Also, the leading edge (as well as most, I believe) are bolted to wood posts. The wood posts are supposed to break away, leaving the rail to create sort of a "rubber band" effect. I don't guess there'll ever be a "perfect" guard rail, well, at least one that is cost effective for us tax payers.
