P. Steering "0" ring question

Our newly purchased 92 SVX has power steering that only seems to be "1/2" there, not jerky, but very little assist. the pump doesn't seem to leak, but can a bad "0" ring cause poor assist??

I replaced my o-ring and my power steering still doesn't work right when the car's still. It's noisy also.
It' can't hurt to do it though.

I changed my o-ring. It's still not completely easy to turn the wheel as it should be and its still leaking air, but it is an improvement.

Noise. I doubt it will make the wheel turn easier.
