Here is the definition of a collector car in New Jersey:
" The vehicle must be less than 25 years old to qualify for Collector Vehicle Status. The vehicle must have been manufactured in limited supply or there must be evidence that the model is currently in limited quantity. The vehicle must maintain an operable odometer. The vehicle’s chassis cannot be altered: High/low rise chassis are examples of altered chassis. The vehicle cannot be a kit or replica vehicle, or be identified as a reconstructed vehicle. The vehicle is not qualified as a street rod as provided in N.J.S.A. 39:3-27.27. Collector Vehicles are subject to all applicable equipment requirements for year of manufacture and although not subject to inspection, they may be issued a summons for equipment violations if the required equipment is not maintained." In addition to filing the application, paying the fee and submitting photographs, the following is also required for collector car status in New Jersey. "All applicants must submit evidence from either the manufacturer, a recognized car club (on letterhead) or collector organization that the vehicle applying for Collector Vehicle Status was issued in a limited edition quantity or that a limited quantity of the original production run remains." "The applicant must provide proof of limited use insurance: declaration page or insurance card, which indicates the limited-use status of the vehicle." It gets you a waiver from biannual inspections, except for an odometer check. " Upon receipt of the renewed Collector Vehicle Status Voucher, the vehicle must be presented to any centralized inspection facility for an odometer and insurance verification. Applicant will be required to provide their driver license, vehicle registration, collector vehicle voucher and proof of limited-use insurance to the inspector. With the completion of the verification process, a triangular-shaped Collector Vehicle Decal will be issued by the inspector, which will expire two years from the date of issuance. If during the verification process, it is discovered that the vehicle has exceeded its 6,000 mile biennial limit or 3,000 mile annual limit, issuance of the Collector Vehicle status will be declined and the vehicle will be required to be inspected." So, our certificate of membership should state exactly how many of the cars were manufactured, and how many were imported to the United States. In addition to our name, address, declaration of membership status, year of joining, it should also list the specifics of our individual cars, including year, model, color, and VIN. Probably doesn't need to list mileage. I think that would be very cumbersome to maintain, verify, and update. I just downloaded your form. I think it is perfect for my needs. I would donate $50 to the SVX World Network to receive such an official form. I am assuming that you can decipher the ordinal position of manufacture from the VIN, and that the manufacturing numbers per year fall easily to hand. Tom: I think we both have a little bit of a problem with respect to our deviations from stock, However, our mods don't show up on photographs, so as long as we keep the mileage in check, we should be OK.

This could get really sticky to administer, as you'd have 50 different criteria to adhere to.
The best way to handle this is with a "shotgun" approach. Any certificate/s should have all the info shotgunslade mentioned, plus maybe, a PDF document from SOA stating production #'s That way if your particular state won't accept the word of a club, they have a letter, on SOA letterhead to "back up" the facts. Here in TN:Any individual submitting Form SF-1090, Certification for Antique Registration, certifying the motor vehicle is an antique. The vehicle must be 25 years old with a non-modified engine and body. An antique motor vehicle can be a passenger vehicle or a motorcycle; however, the fee is the same for both. ($26) So collector status is out for the SVX for about 15 yrs. If it's modified, fugetaboutit! As far as I can find, we have no "official" collector's status beyond an antique. That said, if you have an antique, you can run plates from the year of manufacture, legally.

New Jersey has Antique status for vehicles 25 years old or more. The Collector Status is only for low volume production vehicles, less than 25 years. The only thing it gets you is relief from inspections, and because the state is verifying the mileage limit, possibly a break on your insurance.

Florida offers an "Antique" plate at 20 years for any car. All it offers is a faded blue plate at a lesser price (not based on car weight). Even before that they don't care about verifying mileage (10 years? not sure). I would think this certification would be geared towards insurance.
I did get a Florida title for a '64 Ford truck that allowed me to officially own it without tags or insurance, as long as it wasn't driven on the road. Gene

Vehicle registration or Membership certificate?
All of the information people are posting is adding to the store of information needed before we embark on finalising any documents, and are very welcome for that reason.
I see one major problem with what forms are being proposed, particularly Patrick's and it is a complex or compound problem. People seem to be mixing up the requirement for membership of a recognised club [which is personal to the vehicle owner] and a requirement to have a particular vehicle registered with the specialist club, VIN # etc. This seems to be the general object of Patrick's very nicely designed cert. However, as I said earlier on in this thread, we need to simplify what documents we put forward to cut down on administration work on a yearly basis. I'm not trying to be negative here, but we need to keep it realistically achievable, as we don't have the staff of the state or government's vehicle registration office on hand here to keep track of changes of vehicle, address, ownership etc. The first and primary requirement is a certificate showing membership of the Network, the dedicated club for SVX preservation. If, secondary to this membership form, some insurance companies or some states also require that the vehicle is on a registry, then that has to be a separate form. The reasons I believe that the vehicle registration form should remain separate from the yearly membership form are multiple, but primarily it is because members may have more than one SVX, and that some members are certain to sell or change SVXs within the year of membership, thus negating the legitimacy of the original issued cert. I agree Joe. I would also use some wording to the effect that (insert owner's name) has "listed" the following car with the SVXN. That way the administrators are not taking the responsibility of verifying ownership or calling it registration, unless you want to require submittal of copies of the title and registration.

I agree with the way this thread is moving. I really didn't intend for the adminstrators to incur any responsibility for anything other than furnishing information concerning the rarity of the car.
I think this thing could become a good fund-raising opportunity. The network could issue, for a fee, certificates valid for one year, based upon receipt of a copy or scan of the members current registration. The certificate would say that the member "has listed" the vehicle with the SVX World network, that the vehicle is the x,xxxth vehicle of y,yyy that were produced that year of a total 21,xxx ever produced. On the form also ought to be some statement to the effect that the owner is a member of the SVX World Network since 2zzz. We could set up a committee of members who would receive these requests, fill out the certificates, all but the official signatures, and then forward them to the adminstrators for signing. The committee would need whatever algorithm John used to determine the ordinal production rank of the vehicle, based on the VIN. The certificate could then be forwarded to the applicant, either in hard-copy or locked .pdf format. If this is the way it is going, I would volunteer for the committee, since I opened this can of worms.

I notice there has been alot of talk about the NJ inspection and what qualifies. Have you spoken to any insurance companies because I think that would be the hardest part. I tried to gte my truck registered and inspected as a collector car and the insurance co. needed pictures of the car, proof that it will be garaged, they asked a ton of questions to make sure its not going to be raced. Then they will tell you its not a collector. best way to get around it is to not talk to the first person you call, ask for a supervisor.
