Wheel bearing how to -questions

Ive read some of the wheel bearing how to's and Im a little confused. First is the outer race ONLY pressed into the housing and then the inner race is pressed onto the hub then assembled? Or is the whole bearing pressed (inners and outers) pressed into the housing and then the hub is installed? I have a local mechanic who would charge me $35 for labor but this doesnt seem like a "regular wheel bearing install"
