Ok, here is a video of the light bar in action.
http://www.zeode.com/lightbar.mpg (1.65mb) It shows various speeds, and obviously one of the bulbs is burnt out.

Umm...not counting a custom waterproof housing, the high intensity LEDs and driver IC circuit can be purchased from Radio Shack and assembled for less than $50, maybe much less. You could also use regular high intensity bulbs for better light dispersion, and it would still cost less $100.

Now I've just got to figure out how to get to the bulbs inside and see if I can replace the dead one.
