So i talked to PennDOT today. I went through my theatrical performance, but the lady on the other end was a heartless *****. She did, however, say she would send a "note" to the research department, and someone would call me from there. Hopefully, this will work. If not, I'll see if tom can get a duplicate title, and go from there.

Money talks with PenDot. Ask for the highest person in charge, then find out who their boss is. Explain the situation to them and when they tell you to jump in a lake call their boss and tell him/her Mr. John Smith employee turned away money. They can recover some of the lost funds from the bounced check by registering it to new owner. A year or 2 ago I had a title tied up with them for over a year, they finally lost it and had to issue me a new one.

If they end up denying me the title, i'll be demanding the registration fee back, as well as the tax, and every cent i paid through the transaction.

PROGRESS!!!
Apparently, i can fill out a PA DL-135 Vehicle VIN History Report to get the vin history, for a $5 fee, which will give me all the info on the guy who originally bounced the check, as well as how much exactly that it's for. hopefully I'll be able to get in contact with him, he'll understand, and gladly pay his debt. Hopefully...
