I think this problem may go back to the accident that you had with the battery jump. To see if that is the problem, cut the jumper wire again, and use a multi meter to measure the voltage of the Black/yellow Torque Control wire, and the Green/white Steering wire, to ground, see if they both have 5V. I have check the wiring on the ecu.
And the only wiring that have 5v is the green white wiring. But today there is no Check engine light. I try to steer the wheel to the left and right. And its seen ok. No light came up. like i try before and then the light came on. But i have not take the car out for a test drive. It was a car in the garage that block me. But i will take a test drive soon. And the battery has been off the car for a week.

When you turn the steering the switch on the PS pump grounds the Green/White wire like it should, but this also grounds the Torque control wire through the jumper wire, to cut the torque. When you cut the jumper wire, the Torque Control looses the 5V and posts a code. Thats the long version, the short version is that either the Black-Yellow wire that runs from that plug to the TCU plug, has a problem, or more likely the ECU has a problem in not supplying the 5V. I think you still have a problem caused by the Battery jump mistake. Harvey.

OK we need to change the jumper wire, from the Power Steering white/green wire, at B60 pin 7, to B60 pin 3, red wire. Same plug, top row.
This change will do the job of supplying the 5V, the the ECU doesn't, with out interfering with any other circuit. You can see the wires here. Harvey.

Now i have try the car. And install the jump wire. (on my car the wire was yellow whit red stripe) the 4 wiring from the grenn/whie one top row.
But still the car wont go when i turn the steering wheel. It also feel little hard then other cars whit power steering. And after a 3min test drive the check engine light comes on. And the error is still 38.

You are my HERO Harvey.
I have test drive the car whit the right wiring now. And the car goes like Good. No jumping when turing the steering wheels. And none check engine light. I have miss how fun its to drive little fast. I have drive a suburban 6.2 diesel and the svx goes little better. Thanks alot for helping me and have patience to hold out. Now my plans its to replace the gearbox from a 5 speed form 2.5L. And replace some gasked and shine up the engine bay in the winter.
