Rear Seatbelt won't pull out

I have a really annoying rattling sound coming from the back left of my car. I stuck my brother in the backseat (bad idea) while I drove to produce the rattle. He was 100% sure the sound was coming from the seatbelt, so I took off the assembly to see what it was. Evidentally it's not the seatbelt cause it still rattles

But now I can't seem to get the seatbelt to pull out of the retractor. Any ideas?
