Detuned - the military can turn any / all off at any stage.

eg during peace time accuracy = @4-10m
during war time accuracy = 30m to infinity......

This means that consumer electronics is really at the mercy of the military.

The military uses a 64 bit binary code to specially activate ground GPS in conflict areas.
