Check Your Fusible Link
I have this weird electrical problem with my 94, the cooling fans come on but never shut off unless I turn off the engine and start the car again. I checked all the relays and they are all in good shape, I pulled out the fusible link and both ends were rusted
 . Replace with a good clean one and problem solved.On my 92 teal that been seating in the YJ for over 4 years had similar problems. So if you have weird eletrical problem. Check your fusible link. If its questionable, replace it.
