Probably in order to provide necessary clearance. The strut moves laterally sideways at the bottom end, as a point in a radius.

It still just seems like having a point in a suspension system that can move freely would somewhat negate the purpose of having it there in the first place.

The top end portion of a McPherson strut, must allow movement of the strut in a RADIAL (i.e. in an arc with the top end being the centre), sideways direction. The top joint must PIVOT sideways.

A Google will provide some good immages and data.

I can't argue with that, however the elongated hole in question is elongated vertically not horizontally.
