Yes it will make it FWD.
No, it's not for towing, it's for when you have mismatched tires mounted, like a spare. It will be of NO use if you're thinking of doing this to save gas. Aside from using the spare, or if you have trans troubles, there is no good reason to use it.

Not only but also!
If you make a habit of spinning the front wheels, with the fuse in, you can damage the front differential.
Harvey.

It states in my owner man. that it is for the dealer (tech shop) to use when testing and it says it is not made to be used for long periods of time at all. Also says it will highly likely damage your front diff pretty fast.

Abiut 5 years ago, our network President, Randy Johnson "aredubjay", drove his 1992 SVX just under 10,000 miles (including driving up Mount Philo in Vermont, up Snowshoe Mountain in West Virginia, as well as a trip to Maine and down I-95 and around the beltway) with the FWD fuse IN. At the time his SVX was fitted with a Legacy tranny.
It was still working perfectly when he had it replaced with a REAL SVX tranny with operating AWD. .

I recently put about 3k on my trans in fwd only... well it wanted to go locked awd some times, but usually just fwd and I survived it.
edit: most of the miles were related to my 37 mile commute to work, so no twisty stuff for the most part, just highway.

But,
You forgot to mention, that the rear diff that the Legacy trans was mated to was a 3.5 SVX
Yes the front diff survived, but that didn't do the Transfer clutch, any good. Harvey.

Theres really no reasonto have the fwd fuse in unless the transmission is binding. And if it IS binding, you midaswell leave it in untill you can afford a new diff
