Swindling would be closer to the true story. From what I've gathered on the various threads about this car on NASIOC, the mechanic who put this car together 'borrowed' several parts from his employer w/o paying for them. It is claimed that over 90K was invested in the car. The mechanic was either fired or dropped off the face of the earth and his former employer was left with this half-finished wonder.

does it actually run? does the parachute work? it has the best road tires money (alot) can buy!

does it actually run? - No, it needs a fuel system and engine management system at very least.

does the parachute work? - Probably the only thing that does work.

It has no fuel or ignition system installed. Looks like it's got a ways to go before it will actually run. Too bad the auction doesn't give any details about what it "doesn't" have.
