Exclamation Steering play. Help!

My 92 SVX just failed inspection because of "play in the front end".
I tried to find the problem myself and I'm pretty sure it's either the inner tie rod/s or the rack. It doesn't seem to be the outer ball joints. And The "play" is evident in both wheels when you "wiggle" them left and right(at the wheels, not the steering wheel). So I'm thinking steering rack?
I'm going to crawl under there again this weekend and make sure all of the bolts/screws/nuts are tight. But I was hoping to diagnose this without having to take it to a garage. Since I also just noticed my right front CV boot is torn completely in half. So I'd rather not drive it anywhere. I have most of another parts car, including the front suspension, I just need to know what to replace in my steering.

I had the same problem. I had my rack replaced which made a huge difference.
