what is this hose

I removed my snorkle to check for any loose or disconnected hoses to try and solve my idle issue. All hoses were connected as they should be. However I discovered this small hose connected on one end only. Coming from the top of the transmission. What is this hose to and is it supposed to be connected on both ends, and would this possibly be the key to my idle and or binding problem. Its the hose my finger is on.

I believe that is a breather line and should be open on one end.
