i want the picture in my signature not just in my profile. under "Edit Signature" in "Signature Permissions" it says i'm not allowed to upload an image. how can i change that or is that up to an administrator?

It was allowed at one time. Members complained that the signatures were too big even with out the pictures, we closed that option.
