You'd also need the data cartridge.

Can this device re-program the ECU with user selected perameters? I wanna change some things.
Or can it only reload the various available regional baseline data?
or am I even making any sense?

It can theoretically reprogram the ECM but provides no interface for doing so with user-selected values. Subaru ECMs are SSM reprogrammable using an appropriate flash cartridge but to my knowledge there was never a "v1.1" software update for the SVX. There were only two flavors, the pre-96 and the post-96 (OBD2).

The OBD2 vehicles might be reprogrammable using Prodrive ECUtek (we have it here) but I have no '96+ SVX to play and test with.

OK, that makes sense, I guess my only option would be to program the Cartridge loaded data, which sounds like a job for Lwin

Or... you could just install a Dastek Unichip and tune to your heart's content.

Thanks.
It appears there is only one distributor of the Unichip in North AMerica, www.theracersgroup.com.
I sent them a message.
But after reading the detail I'm not sure the unichip will give me control of the Transmission(TCU)

Neither will any of the other reprogrammable "piggyback" engine management systems. If you want transmission control you need to call the folks at Level 10.

The Unichip will allow you to tune an SVX motor (with appropriate modifications re: exhaust, intake, headers, cam, ignition, fueling, etc... to about the 350 hp level in naturally aspirated form without cracking the block open.

They have a 6 cylinder version that is specified for pre-OBD2 vehicles that supports control of direct ignition systems.
