Notice the aggresive stance of that van and the wheels... I think it is meant to be an offroader. The scoop on the hood functions as a raised air intake with the rest of the engine bay sealed off. Like the "periscopes" you see on the SERIOUS off roading jeeps and land rovers, etc. So you can drive through water up to the windshield level with no harm to the engine.
Yup, that is what this van is for...
