that is actually done to make people believe they are going slower than they actually are so to enable more speed traps and give out mroe tickets... At least that is my view. Or it could be done like that from the factory to allow for people to "think" they are going faster without attaining that speed

So, what's the conspiracy theory for the cars that are actually travelling faster than what is indicated on their speedos?
