Intermittent code 24

I'm not sure how to pursue this one, but about a month ago I installed a new IACV from subaru due to a code 24 and was also in the process of cleaning the throttle body and also trying to solve a funky idle hiccup at warm temperature.

Well once I did this..after I put things back together I have noticed a higher idle and occasionally I get a hiccup in the idle still.

Two weeks ago I pulled into my garage and put the car in park...The idle raised to 1500 and the check engine light came on and the idle dropped to 1000 and felt rough. I found it to be code 24 for the brand new IACV that I just installed. Needless to say I checked all vacuum lines for anything unplugged and wiggled the wires under the connector.
The code then went away, but the high idle with occasional hiccup is still present.
Just today again the car did the same thing when I put in Park.

I'm thinking I have a wiring issue, but how to I attack this one? Can a new IACV be bad or factory set wrong? This was an expensive part and I'm not sure subaruparts would let me exchange.

Any advice is welcomed, thank you

Perhaps the wires are sensitive and brittle considering they get so hot. There is not a shield on the wires as they lay under the intake plenum, but they turn upwards at a 90 degree before they fit to the connector.
