fix exhaust leak

I was told that there is a piece that can be welded in to eliminate the flange in the pipe at center of the car. I hope I explained myself .

YES I guess ? It is under the front seat area , Connects the front to the rear . 2 Pipes come together into 1 at this point go a few feet then into the muffler

Not really sure what you're asking... That big piece that joins the two front pipes to the rear pipe is your main catalytic converter. If the flange is still in decent shape and the exhaust is just leaking through the joint it's probably because the donut/gasket is worn out, which is not a difficult repair. If the flanges are rusted out and beyond repair then you need to look into alternate methods. You could replace the entire converter with a Magnaflow cat (P/N 94007), or pieces of pipe as required.

Whatever way you chose it will most likely not work all that well. I had a pieced together exhaust on my car that required repair every few months until I got fed up and rebuilt the entire thing from scratch.

I just had the main cat eliminated and a standard y-pipe put in place on my laguna. Unless you have inspections, it's not 100% necessary to have a cat in there.
