Vortex Generator. WTF?
Okay this is the first I've seen of this thing. I'm sure others hae seen it before, but it's new to me.
http://cgi.ebay.com/ebaymotors/Vortex-Generator-HP-MPG-Impreza-Forester-Legacy-SVX... How in the hell are those supposed to have any positve effect? "Spiralling air atomizes the fuel"? By the time the air gets to the fuel in an SVX it's already been split by the throttle bodies, and then into 6 streams by the manifold. How is the sir supposed to be spiralling when it gets to the injectors? Blagh. Gimiks. All I can see that thing doing is restricting airflow into the engine. Or one of those really poorly attached fins coming off and being swallowed.

Your observations are right on the money though. Popular Mechanics tested these fuel saving devices and found them to be worthless.

I saw probly the best damn fuel sving device I've ever seen. Actually, by the way that sentance is worded...of course I did. Anyhow, It claimed to be 100% effective on all vehicles. Gasoline or deisel, univeral fit. Ya know what it was?
A cut off peice of 2x4 jammed under the gas pedal BRILLIANT!
