Changing fog light bulbs: 2002 Legacy Outback

Does anyone have an idea how to access the fog light bulbs in the front bumper of the 2002 Outbacks?

They take a H3 bulb and the ownersmanual says to take it to your Subaru dealer for replacement. All the other bulbs have instructions in the manual on replacement. It can't be that hard to do, as I just want to change the bulb, not replace the whole lens assembly.

if its like my '05, you need to remove the front bumper cover. its not hard - just a bunch of plastic clips. lay an old blanket down on the floor to rest it on so you no scratch it when it comes free.

i had to remove it to add some Hella Supertones. not the best design for changing foglight bulbs....

Actually its easier than I thought. There are 2 clips (similar to our throttle body cover) under the front bumper. Pull these two and the liner plastic peels back to expose the bulb socket (which is not an H3, but a 9006)
