cruise control still not working with 5MT

I still have not been able to get the cruise control to work after my 5MT swap. Here's what's been done:

1) The cruise control switch on the clutch pedal has been wired in series into the brake switch (yellow/black) on the brake pedal as described in the SmallCar 5MT swap instructions.

2) On the 4-prong plug that attached to the AT shifter, a jumper wire has been used to jump the park switch to allow the ignition key to be removed.

3) The start safety switch signal from the AT has been re-routed to the clutch pedal start safety switch.

I have checked the voltage at the cruise control clutch switch and cruise control brake switch, and the system is energized when I activate the main cruise control button on the dash. The switches are also working properly so the signal should be reaching the cruise control unit.

The shift lock unit underneath the consule by the shifter is still installed.

The TCU is not installed.

Did I miss something?
