there's also fuse 15 under the dash to consider, the window circuit breaker, and the ground under the driver's seat (for all three systems).

Did you ever find fuse 15, and if you did, where did you find it?

the fuses in the interior are numbered 1 through 21.

do you have the interior fuse box cover? To help oreintaye you, on my 92 model LS-L Fuse #1 is labeled Back/Turn, # 7 is R-Def, fuse #8 is labeled SRS Air Bag, #14 is EGI Unit/AT Unit, #15 is labeled Meter SRS Lamp, and finally #21 is Heater. See attached, the numbering is from the point of view of looking at the box, top left fuse is #1, others follow as in the diagram.

Also see second page for how the electrical feed is used - two fuses for windows, etc.

my advice is to check the grounds and power continuity.

you just need to go along the circuits and with a VOM, check for zero resistance to ground and 12-14 volts where it's supposed to be

never had to look, but under the driver's seat somewhere according to the manual, and several posts I've read on here. might try a search of two & see if anyone ever described the place - but I don't remember it if they did - of course my memory is (always has been) suspect.
