Check out www.planetsvx.com for a rebuilt rack. It costs more than a used one, but at least you know what you are getting. As he is in the business of selling, I suspect he has done overseas shipments before. The only catch might be that it requires a core (your old rack). However, that might be worked out some way.

The owner is a member here and you will see that he sells quite a few items for our cars.
