I believe in power mode the TC will be unlocked and provide full slippage to get the engine RPM's up as quick as possible.

I know you know this, but for others... Lockup basically makes the TC imitate a straight shaft from the drive plate to the transmission input. In PowerMode, you want the engine at the top of the power band (max HP) and use the viscous nature of the TC to convert that HP into torque to drag the transmission up to the same rpm.
