that is a general rundown of paypals policy
It's part of PayPal's contract with Visa (or any major credit card, for that matter.) If the buyer disputes the transaction through their credit card, PayPal MUST refund the money. If they don't, they will lose their ability to process Visa cards.

This is how it works. If you are a business, and want to accept credit cards, you have to play by those rules.

oh i see, so if i "disputed" through VISA channels, then i woulda got the money back
unfortunately i gave paypal the benefit of the doubt, and just disputed through them

not to mention, i always want to pay with visa... and theyre constantly encouraging me NOT to, claiming there is no protection - or there is superior protection in debit transactions.

pretty underhanded...

I disputed exclusively through PayPal in both situations described above. Was there something odd about your transaction? Outside the time window? Not enough evidence that you were wronged?

i think it was the 'time window' in one instance, and something else in another
i cant remember, because my mind rarely remembers the ugly details
however, it does hold quite a negative view of that necessary evil that is paypal

ok I think this thread should probably be put to rest but just to sum it up: if the dude don't got no money paypal can't do anything about it. You have to go to them first though. If they can't get the money, then you better have used a Visa card, preferably a credit card, but in my case even a Visa debit card, then you go to your bank or credit card company and challenge it there.

Parts still aren't here, he supposedly shipped them 2 weeks ago. No way it should take this long, and he hasn't given me a tracking number. I'm filling with paypal today.

If he even shows his face around here again, do not deal with him
