Arrow Front End license plate

Hey all, just got finished having at my front end license plate on my svx, stupid thing is stupid... But anyway, anyone know how I would go by filling up the screw holes so that they dont rust? I got the screws from the license plate holder in there right now, but there are two other holes on the upper part of the bumper that i dont want to start chipping. How would I fill the holes up and make it work, and look good, and last?

Mine didn't have a front plate when I bought it. It had 2 small plugs covering the access to the screw holes for the mount. I looked in the holes and one was already rusting.
