One would reduce the size of the picture to the size of the avatar and then save it in your setup page.

Avatars need to be 100x100 or less, saved on your comp. Then under the user control panel there's an option to browse for a pic for your avatar.
P.S. The 100x100 avatars are definately better than the old school 50x50 avatars
