Well, having a BAC of .08 is too high. So, having .0032 is like having less than 1/24th of .08 (.0032/.08 = 4%). So, since it's such a low amount, I'd say that it was a flaw with the breathalyser.

Or, tell them you had some cough syrup?

BTW, Landshark, I thought there was a certain allowable level...like .02 and less is allowed for those under 21.

::EDIT:: After further review, MN has 0 tolerance (.00). PA has a .02 limit for those under 21.
http://www.whatsdrivingyou.org/laws/index.html

Still, .0032 is such a low amount - just claim flaw with the meter.

I agree. Claim a flaw with the meter or say that you've been taking cough syrup.

Instead of just wussing out to the government like Landshark would, I'd ask them what gave them probable cause to pull you over and make you blow in a tube. Were you driving weird or was it a check point or did they just pull you over 'cause they felt like it? (The last of these three would give you ammo for profiling - against young males; a fairly good case if your township/county has history of it)

At least if you get convicted - you have chance of getting your license back in 15 days.
