i want one of the high-powered scooters since i need to be able to drive it on the freeway, but everyone tells me i can't have one. i wouldn't be able to use it in the winter anyway.

Just put ice racing tires with spikes on them for the winter

Just to reinforce what others have said:

Theres two kinds of riders out there
- those who have fallen
- those who will fall

It doesn't matter how carefull you are, you are only as safe as the idiot in the cage next to you.
cage = (car/truck/other fully enclosed vehicle)

Take the MSF course, cannot begin to describe how important it is.

As for what kind of bike to get, like the others have said 250 or 500 is a good starter. Once you are experienced you can always move up. Also, once you get the bike it might be a good idea to remove the plastic/fibreglass fairings for a while until you get the hang of things. Otherwise if you take a spill, they'll get scratched up and its usually $$$ to fix/replace them.
