A/C Compressor cycling

Another question about my 1996. I bought her a week ago, and, aside from a C/E light that I'm troubleshooting, she's running great!

HOWEVER......when using the defrost or ac, the compressor cycles, that is, the clutch kicks in, the radiator fan starts to run, the idle dips, the clutch lets out, and the cycle goes on and on. The sightglass is bright green, but I see no fluid movement.

Both connections on top are good and are getting electricity.

Any advice?

Check the pressure on both sides of the A/C system. There may be an irregular amount. I know from experience that too much pressure on the high pressure side and the compressor will try to turn but just ends up clicking there.
