seat belt warning light

I noticed that my seat belt warning light is not illuminated on the dash when the seat belt is not buckled. Also my low fuel warning light is not operating as well. Could this be a fuse, and if so which one, and would they both be controlled by the same fuse. Coincidentally, I have this same issue in my 99 Outback
