Not sure what the first mechanic did. But I thought the ECU remains UN hooked but you reconnect the TCU

you've got that backwards captain, the car cant run unless the ecu is connected.

I am thinking that the Legacy gt is later that 97, and may not be a Phase 1 gearbox.
The Phase 2 has different internals, that won't run with the earlier TCU.

If this has a manual 5spd transmission in it there should not be a phase 1 or 2

The wipers might not work if the (speed sensitive) part of them is not connected to the speed sensors, which of course would also account for the speedometer not working.
